Note: These ISHCs have received technical support from HelpAge International Vietnam and have been supported through funding by the European Commission (EU), HelpAge International, HelpAge Korea, Korea International Cooperation Agency (KOICA), the Office of U.S. Foreign Disaster Assistance (OFDA), USAID and UNFPA Vietnam.

The replication and support of ISHCs is implemented by national partner organisations with

technical support and training from HelpAge. The implementing partners for the five ISHCs of the field visits are local branches of national mass organisations. Mass organisations are a unique feature of the social, political and cultural climate of Vietnam. They are semi-governmental bodies with nation-wide reach and a social mandate. There are national, provincial and commune/ward branches of each.

The Vietnam Fatherland Front is the umbrella organization with oversight over all the mass organisations which represent various special interest groups in Vietnam (eg women, older people, social classes, ethnic groups, religions, overseas Vietnamese).

The Vietnam Association of the Elderly (VAE) with 9 million members has a mandate to protect and represent the interests of older people from community-level through to national policy.

The Vietnam Women’s Union (VWU) with 13.5 million members has a mandate to protect the rights of women and to strive for gender equality.
